Requires admin:backups:read, admin:backups:manage and a human Admin session with fresh MFA (five minutes). The operation creator may submit once before submitExpiresAt. The envelope and RSA-OAEP ciphertext are lowercase hexadecimal. Invalid, expired, replayed or cancelled requests return 409. Acceptance stores the key but does not start or complete the operation.
